Yes, but it will depend on if the agency is being used in other markets. Like merging accounts, if the agency is being used in other markets it cannot be merged because it will be merged for all markets using it and potentially cause issues.
To have agencies merged, please send your request to Matrix Support via Support menu option located on the Matrix menu bar
